Taking stock of super-villains

Puppet Master: I direct your attention to Ms. Marvel #18, and the Puppet Master. I’m actually not sure if this should count as an up arrow or a down arrow, I find myself making arguments for both.

Basically, PM is finally using his power to, um, well… in a fashion that would occur to most men who had his power. That’s the Up arrow for the spineless PM. However, he appears to be using it for monetary gain, which is the Down-arrow argument.
